In October 1948, a thick haze settled in over Donora, Pennsylvania, an industrial town on the Monongahela River. Twenty people died as a result of the toxic smog, which was traced to the nearby zinc works, owned by U.S. Steel. Until this time, air pollution had been considered annoying and unpleasant but not dangerous. The incident was partially responsible for the 1963 passage of the Clean Air Act.
